In the Spanish State, Cannabis seeds are not regulated: The commercialization and possession of Cannabis seeds are not considered a crime. Cannabis seeds are excluded from the legal concept of Cannabis established in the Single Convention on Narcotic Drugs of 1961 and are not included in its Schedules. Administrative sanctions are imposed for acts of illicit planting and cultivation of toxic drugs, narcotics, or psychotropic substances in public view when they do not constitute a criminal offense.
